Blond or fair-haired — not "monkey" here.
A plain physical description and often used as friendly address — *¿todo bien, mona?* It is descriptive rather than loaded, the way *güero* works in Mexico.
In much of Latin America *mono* is a monkey, but Colombia uses it for light hair and fair colouring.
Only in Colombia. Call someone *mono* in most other Spanish-speaking countries and you have just called them a monkey.
