How it's actually used

Korean has four different words for sibling depending on who is speaking. A woman calls an older male 오빠; a man calls an older male 형 (hyung). It extends well past family to older male friends, and calling a boyfriend 오빠 is completely standard — which is why it carries a flirty charge in K-drama.
